fixed issue with %MyDocs% not being expanded properly and languages resetting the registry for other languages if they aren't installed properly

My apology in advanced if i have offended the author of this tool in anyway.

1. Improvement to the user interface
2. Not able to close the property page
3. Remember windows maximize state
4. Option to remember whether to open the new snippet page or default (was thinking adding remember last use but don't have time)
5. Sorry i have remove the splash and about screen but the author credit is still there.
